Founded in 1986 by Tom and Rose Washburn, Indian Hills Development Company has evolved into one of La Paz County’s largest real estate development firms. Embracing its family-owned values, the company continues to diversify its portfolio under the leadership of Spencer Dela Cruz, Tom and Rose’s eldest grandson. Most notably, the company has ventured into a new chapter of home development with the creation of Tribe Homes, LLC. Tribe Homes specializes in manufacturing expandable tiny homes, aimed at providing affordable housing solutions nationwide. Through innovative new projects like Indian Hills RV Resort and Tribe Homes, the company remains steadfast in its mission to make affordable housing accessible to everyone.
As an affordable housing development company, we strategically invest in rural communities and areas facing a shortage of affordable housing options. Our commitment lies in providing cost-effective and sustainable housing solutions through our expertise in manufacturing and swift deployment of pre-manufactured homes. These homes serve as viable housing options for a diverse range of residents, including large employers, farmworkers, and construction personnel in rural regions, fostering community growth and stability
In 2013, the reins of leadership transitioned from Tom and Rose to Spencer Dela Cruz, their eldest grandson. Endowed with a Bachelor’s degree and a passion for law, Spencer stood poised to be accepted into some of the most prestigious law schools in the Country. Despite the allure of a legal career, his trajectory veered towards igniting real estate expansion in Latin America for Forever 21, a global fast-fashion powerhouse.
While orchestrating Indian Hills’ growth, Spencer embarked on a path in commercial real estate development. Departing from Forever 21, he ascended the ranks, driving real estate endeavors for an iconic figure in American business—Larry Flynt, the visionary behind Hustler. Under Mr. Flynt’s tutelage, Spencer spearheaded acquiring and developing casinos, nightclubs, retail outlets, hotels, and shopping centers, cultivating a real estate portfolio for Hustler exceeding $500 million dollars.
In 2018, Spencer transitioned from Hustler to the public sector, assuming the role of Head of Economic Development for a municipality of 65,000 residents in Southern California. This pivotal role deepened his insights into land utilization and public-private partnerships. Most recently, Spencer served as Vice President of Development for StorQuest, a premier Class-A self-storage developer, spearheading the new class-A self-storage projects for private equity groups such as the Carlyle Group.
All while developing commercial real estate in the private sector, Spencer pursued development in Salome, while acquiring and managing an ever-expanding rental portfolio. In 2022, he transformed the old Voyager Haven RV park into Indian Hills RV Resort. Expanding in 2023, he acquired an additional 65 acres, adding more RV spaces, homes, cabins and bungalows. Indian Hills RV Resort is now the most prestiguous luxury RV resort in La Paz County.
Indian Hills Development is still a family owned and operated company and continues to expand and grow its business. The Company is in the process of entitling a new residential community in Salome while also expanding Indian Hills RV Resort. Honoring Tom’s vision, affordability remains paramount amid these ambitious endeavors
